STRASBOURG -- Montenegro has become the newest member of the Council of Europe, the continent's top rights and democracy watchdog.
Montenegrin Foreign Minister Milan Roćen signed the documents Friday during an accession ceremony at the council's headquarters in Strasbourg.
"I have the historic honor to greet you on behalf of the citizens and leadership of Montenegro," Roćen said on the occasion.
"This is a great day for us -- a day when we have become a fully fledged member of the Council of Europe, the oldest, distinguished pan-European organization," he stressed.
Serbian foreign minister Vuk Drašković attended the ceremony, as Serbia today takes over chairmanship of the CoE Comittee of Ministers.

Over the weekend of 31st March/1st April, the Serbian Scout Association held their first full meeting following Montenegro's independence in June 2006. The meeting agreed a new statute for the Association and elected a new National Board consisting of a Starešina (their equivalent of a Chief Scout), two deputies and a Načelnik (National Programme Commissioner).
Following the election, the new Chief Scout proposed the other members of the National Board (National Programme Commissioner, PR Commissioner and General Secretary) and these will be ratified at a later date.
